How is the maximum number of factories and mines (and defenses, for that matter) that your colonists can operate on a red or yellow planet determined? By living there at all you are exceeding the maximum planetary population, so the formula can't be the same as for green planets.

The calculation for factory and mines for a red planet is at the 5% mark. This means that you can only build mines and factories for 5% of the maximum pop. More pop only contributes to half of the normal resources for pop, and that maxes at the 3x mark.
