My preferences would be single winner, everyone set to enemy. That still allows cooperation and tech trading, but limits both a bit.
What about allowed exploits? For chaff I don't care either way, it hurts IS slightly and helps WM and CE races slightly (due to relative costs) but that isn't a significant factor. I don't like split-fleet dodge but really it is hard to avoid in normal play, I often break up fleets into smaller units to send some ships one place, others another, and so on, without regard to whether or not they might be targeted by the enemy. So I'm in favor of it being allowed.
I am against the mine damage dodge trick, and unless it is specifically allowed I plan to put chaff and fuel boosters in my last design slots just to make sure I don't do it accidentally.
Repairing on merge after gating I like to be allowed so that I don't have to worry when putting together perfectly normal orders. Battle still stops repair anyway so I don't see it as a game-breaker. This would be a disadvantage to HE, and slightly less helpful to IT races than the others (as they take less overgating damage).
Taking advantage of north-south and east-west minefield immunity should be considered cheating except in the case of two nearby systems directly in line with one another (which seems to happen in one spot in most games). Yet another of those rolling-your-eyes, "what can you do?" kind of situations.
That's all that pops into mind right now.

In fleets with under 5 ships, a higher rate of damage is applied. This higher rate is only applied to the uppermost design present, the other designs take damage as if they were in a large fleet. This means that if you put chaff in the first design slot, then you can partner sweepers with a single chaff. If you hit the field, the chaff dies but the sweeper suffers only minimal damage. This dramatically improves the efficiency of minesweepers.
It's plausible to do this accidentally. However, it's also quite obvious when used deliberately (pairs of chaff + sweeper everywhere...)
Some people will argue it's a legitimate tactic (it has a cost - the chaff, and the other ship does still take damage - the rate as if in a fleet of 5+) Thus if you want to exclude it, it's best to explicitly say so.
