When is the cloak % revealed? |

As the topic says, my question is when the cloak % of alien fleets revealed?
In particular, I see a foreign fleet (at the same location as my scout), right click on its image in the status pane and the popup window says "Cloak/Jam: 0%/0%". Does this automatically mean it can't be an SS? Or would I need to scan the design to see even their inherent 75%?
A generated F-file also says Cloak 0.

Yeah, stars information is very confusing in this case. I can say that the information displayed for unknown design can be wrong. And in fact even having a battle with the ship of this design can't guarantee the valid values. These are the things I'm sure about.
My guess is that the effects which are brought by PRT or LRT are not taken into account.

You see, when selecting enemy ship on the map or in the battle, 75% are always added. When browsing the designs through Ship Design, 75% are always NOT added.
So it must be dependent on player's personality and nothing else. If you are optimist then browse enemy designs through Ship Design window. If you are pessimist - use map and battle selections

Very interesting... I'm playing SS in a game at the moment, and indeed, what paul_jk says is true. That's very useful to know. One tiny clarification though - if you are NOT playing SS yourself, then both sets of values show the same, 'presumed not SS' value.
So, if you are not SS, and they are, then it'll show the wrong value whatever part of the GUI you are in. In which case you need a calculator / testbed to check their real cloaking values.
i.e.
If you are SS: ship designer shows 'assumed not SS' value, map shows 'assumed SS' value.
If you are not SS: ship designer and both show the same 'assumed not SS' values.
