The game is played in Tiny Universe, because I want it to be finished quickly... And to be finished at all
I think the Galaxy should be Packed and with Clumping.
The game can be accelerated, but not necessarily.
Players Scores should be Public due to the following winning criteria, one of which the winner must meet:
1. Exceed nearest player's score by 50%.
2. Attain Tech 14 in 3 fields.
3. Have the highest score after 70 years.
I think the optimal number of players is 4...
So... The game will be about competition rather then fight and full scale conquest...
The low tech limit and time deadline ensure the game won't be neverending story, while this 50% should make players to pay attention on economic every moment.
I think we'll be fighting for colonies rather and the balance between weakening the opponent and growing your own power must be kept.

Yes, I very seldom play with PPS. In my first big multi-player game, in something like 1997, we had a player, Sam Belcher who is mentioned as a play tester in the Help|About for Stars!. He played a monster CA and would have totally stomped our collective 15 asses except that we had PPS which enabled us to not only see that he was running away with the game, but also kept us all on task to bring him down. Without PPS Sam would have won the game very quickly, with it the game went on for a year and a half as we pulled down Sam and then the next player to rise to the top. Eventually we simply agreed to all meet at a certain location/time and have one gynormous all-against-all battle to determine the last player standing. Since then I've avoided PPS games as it rewards those who don't put the effort into effective recon and analysis and penalizes those who design exceptional races.

Hi
I must say that “one against all” situation can be in any game. If game has no any diplomatic limits this situation is very probable. It is not very difficult task to find the leader of the game without PPS even. In the tiny universe any player can collect enough info about other before he can see the table of scores. It can be interesting to compare this calculation even.
