I don't know how successful this game will go, but lets give it a shot!
Game has no set conditions so far (beyond having at least 9 players)...
The idea is that players submit a race, and then polls posted for 12 hours on the forums determine what conditions are in the game.
The only thing I'll say is no obvious "cheats" chaff might be allowed, but that is down to the public!
This game is not just about picking the best race, it needs to be fairly flexible, and if you have any clue of public opinion then you might have an advantage!
Host is not playing.

Perhaps this idea might work a little better if you gave a few parameters, and then told everyone which parameters were going to be voted on.
For example...
Fixed:
Distant starting positions.
Generations of 48 hours, via autohost.
Standard cheats/exploits banned.
Chaff is legal.
Winner by player vote (75%).
Votable:
Universe size (tiny, small, or medium).
Universe density (sparse, normal, dense, or packed).
Slow tech advances (yes or no).
Accelerated BBS play (yes or no).
No Random Events (yes or no).
Public Player Scores (yes or no).
Galaxy Clumping (yes or no).
Giving at least the generation time and limiting the universe to a medium size might help alleviate some people's fears. And I would highly suggest not outlawing chaff.
