All Quiet: So named because all races start with NAPs (see below). A Reasonably standard Game Of Stars!
# Players: 6-11. Host not playing
Universe: Medium
Density: Sparse (6-7 players), Normal (8-9 players), Dense (10-11 players)
Positions = Distant
Average # planets per player = 31-36.
Other Game Setting: ABBS, Galaxy Clumping ticked, all others not ticked.
PRT Restrictions:
CA: No TT, must leave 150 RW points set to defences). If this is your first game at SAH then TT is allowed & RW penalty is reduced to 75 points. If it's your second game on SAH TT is not allowed but RW penalty is reduced to 75 points.
JOAT: NAS allowed if this is your first or second game at SAH else NAS not allowed.
IT: 50 RW points set to defences unless this is your first or second game at SAH in which case the penalty is waived.
If you are a beginner then I suggest that you select CA, JOAT, IT, IS or SD (other PRTs are more difficult to play well including SS & WM).
VC: winner by majority agreement among active players. Alliances allowed but only the highest ranked member of the alliance will be declared the winner.
Diplomacy:
1. ALL Races begin with a NAP with all other races. The exit clause will be 2 years (When a race activates their exit clause first battles can be in 3rd year: eg. exit clause activated in 2440, NAP continues until 2442 when ship orders can be set to attack but battles occur in 2443).
2. Alliance size cannot exceed 2 if 6-8 players, else cannot exceed 3(to stop an us v them situation).
No cheats other than chaff & split fleet.
Gen Schedule:
Daily or MTWTF if anyone has a problem with weekends. After 2420 any request to slow down to 50 hours max or MWF will be granted.
I am looking for a 3rd party to critique the player's race designs so that noone starts the game with a broken race. If I get noone I'll reluctantly do it myself (as host I'd rather not).

CORRUPT RACE FILES
If you create a race file & then change your race name you will probably corrupt it (it's a bug) so the easiest thing to do is either don't change the race name or write down the design & recreate the race file.

I just thought of a problem with regard to that NAP. What about minefields ? IIRC, setting another race to neutral does not make minefields safe for that race, but setting all other races to friend would mean all other races would be able to refuel at the starbases of the minelaying race.
The simplest solution would be to rule that laying minefields is not considered a hostile act, though detonating them with one or more ships from other races within the field is a hostile act. However, it will be pretty difficult to make certain there are no other ships in the minefield if there is one or more SS out there...
Suggestions are welcome.
PS: The NAP means all other races must be set to neutral (or friend), otherwise accidental encounters between ships (or ships and starbases) would cause unintended combat. Unintended combat could also be prevented by ensuring that default battle orders are set to "attach none" (as well as any custom battle orders selected, of course), but if a player is playing in two games at the same time, then that player is likely to forget to modify the default battle orders when switching between games at some point, and then there will be ships out there with orders to attack all enemies , most likely in violation of the NAP.

Clarifications
Battle Orders: All BOs should be set to attack Enemies only.
As Craebild & Micha say, when you change the default Battle Order it propagates to your other games as well. If you always have your BOs set to attack Enemies only anway (as Johng316 & I do) then np but if you insist on attacking Neutrals & Enemies in other games you might have to alter your Default BO from game to game.
Player Relationships: All players should be set to Neutral until you consciously take an ally (Friend) or your NAP has expired with a race & you wish to make that race an Enemy.
Alliances: An ally is defined as "anyone set to Friend".
Breaching a NAP:
Mine laying is allowed &, as Johng316 suggests, is considered defensive UNLESS you block another race's shipping lanes, in which case the other race can sweep it &/or demand that you cease laying mines there. Knowingly exploding a MF when another race has ships in it is a breach of the NAP - true, it might not always be clear that that is so at the time but that happens in any game between races with a NAP.
I'm always willing to listen to your suggestions but, apart from the NAPs & Alliance size limit, I want to keep the game fairly standard since a request for a vanilla game is what I responded to.

3. When there are enough players, probably about 2 weeks. Then I'll send the files to Ron for setup - that usually takes a few more days.

Is there a mimimum number of years the NAPs must be maintained before the exit clause is given? i.e. 20, 40, 50, etc....
I think having a minimum number would make it more interesting.

Certainly not a total noob since I witnessed a recent victory of yours.
True, when a NAP is established through negotiation there are often additional clauses such as border agreements, etc. but this is just a simple universal NAP with a 2-year exit clause & no fixed period.
ANY armed attack is a breach of the NAP between the 2 or more races involved. You can, however, threaten &, if you feel that it is in your best interest, you can activate the exit clause in your NAP & be at war very quickly.
Whether any race will allow another race's ships at his planets or in "his" space is between those 2 races.
Remember that the automatic starting NAPs simply stop unannounced attacks & can be renogiated with a fixed period and additional clauses.
Note that if two races accidentally attempt to colonise the same planet simultaneosly then that is not a breach of their NAP.
Accidental armed conflict is avoided by your BOs having attack Enemies only while all player relationships are neutral until you take an ally or end your NAP with someone you wish to set to "Enemy".

I'm thinking that this game is likely to start in about 2 weeks. Less if it fills quickly.

Welcome Raindancer.
I intended no fixed period. Mainly because it would allow open slather during that period - eg. Player 1 could colonise a planet that is 30ly from player 2's HW. If something like that happened with a simple 2 year exit clause then player 2 should have the teeth to deny it.
