I wrote this response without realising that the original was in a private forum for which I have no PW so I stuck it here.

AFAIK you are not REQUIRED to change allies every 10 years so the rule actually supports your case - i.e. an alliance must last at least 10 years whereas, w/o that rule, an alliance can change as often as you like.
Naturally, if an intended ally wants a really short alliance you should expect that he's up to a bit of no good & make your decisions accordingly. Otherwise, the allies would normally agree a period that suits the purpose.
Since a player can have only one ally at a time in this game I expect that alliances will be reasonably long since chopping & changing alliances disrupts development quite a bit (& for that reason it's important that you choose your ally wisely).
