I was just confused, but it seems that targetting takes place after each movement round, correct?
i lost a battle because my chaff shredders (which were built with sappers) didn't close range...pretty stupid mistake probably..but i didn't know how the battle system worked...i'm guessing i need a new design without sappers then??

I think targets are reevaluated during movement.

Targets are definitely reevaluated.
For example capital missiles might fire at chaff rather than shielded beam BBs in round one, then in round two the shields on the BBs are sapped making them more attractive & the missiles might switch to the BBs. The same thing happens as ships take damage.

Let me guess, the ship was with:
* sappers, range 3
* lasers, range 2
* battle orders: maximize damage ratio.
It's a common problem and almost everybody has experienced it at least once... before learning how to avoid it. The ship moves into range for the sappers but without the lasers getting into range. This way it tries to follow the given battle orders: maximize damage on enemy while minimzing damage to itself.
There are 2 ways to avoid this:
a) don't mix range 3 and range 2 weapons on a ship
or
b) do not use "maximize damage ratio" but "maximize net damage" or maximize damage" and the ships should strife to move into range for all weapons

OK, so your ships moved into range of a ship with shields and then proceeded to attack that ship with everything.
Whereas you were hoping it would move into range of two types ships, fire its sappers at one ship and fire the beams at another ships.
Is that correct?
Not sure what you mean by only moving 2 spaces when it could move 3. If the ship can move 3 it should move 3 - even if it doesn't go where you had hoped.

I would go with Max damage not max net, you want those ships to get in and kill and not worry about being hit.
Perhaps if sappers don't lose 10% damage due to range like beams, then that could explain it. However, I'm pretty sure they do lose the 10%.
As iztok said, never put sappers on your shredders, their job is to kill chaff, sappers don't help, and you don't really care about stack size, so every additional beam does help.
