Nope. Not even Tri-immune HE is viable these days. Not with quickstart SD's lurking next door...

7% tri-immune IT is as good as I've managed. And it's awful.
Tri-immunity is a BAD idea. Unless you're HE... and even then BEING HE is a bad idea (IMHO).
Bi-immunity is ok... but it's not fantastic by ANY means. Single immunity is best.

It depends...
I like the IT prt. It's one of my favs. Building one specifically for alliances/trades is great fun and you can do alot with RP if you're into that kinda thing ( I am ).
Wacky-ass hab ranges make IT the perfect partner since they can colonise what you can't - For this I tend to take an immunity... like Rad (because so few people pick this... which amazes me really).
The ability to gate anything anywhere is a valuble asset and can make you a fantastic ally - and a powerful enemy.
In a game I've been playing in recently (and won!! yay) there was a fantastic IT race who was friendly with EVERYONE (bar maybe 1 race??). He traded with a few people and spread his race across the entire galaxy. If he pushed the trade and things a little more he could have done wonders with his race... not as a primary winner, but as a key element.
An IT race that can colonise anything (or almost) has a few problems in that allying with someone and sharing space will mean you get dumped with the crap planets you can't use. I'd rather have 20 good solid 75%+ planets than 200 waste of space 10% value planets ANY day.
I used to play IT all the time. I'm picking it up a little more now but I'm still enjoying SD :¬) I guess I'm just having fun blowing things up.

No, you should always scout.
You don't want to colonize until your homeworld reaches 25% of cap, because that way you maximize growth.
And if you have allies, you and they can scout for one another.
After all, if I know that you like worlds with a radiation of about, say, 40 mR, while I like a radation of about 85 mR, I can tell you what worlds I've seen look good for you.
And an IT with allies who have gates can become *VERY* far-flung *VERY* fast.
