Hmm, no, that won't be it...
A loooooong time ago, "OnlyAnEgg" set up a stars game with 16 races covering the vast majority of the PRT/LRT combinations which are interesting for battle purposes, got them all to tech 26, and collected all the MT toys. The point was to enable players to test max-tech battles with more or less arbtirary fleets on either side. This was, mind you, well before the battle system was well understood, and certainly before anyone had gotten very far into examining stars data files.
In any case, this was all a very useful tool, but given that (as we now know) targetting is influenced by miniaturisation, the fact that the game is at max tech limits its usefulness for some specific situations.
Thus, I took his files at some point, and set up a webpage where the player could select the tech levels they wanted, and a small program would generated a copy of the "original" battlesim, but with the techs selected by the user.
Its *those* files I'm after (my original script to do all this went the way of the dodo :/)

That's the battlesim.zip. I think it's available from other places as well.
