The OOE states

In-space packets move. Packets that will hit planets decay pro-rated by distance traveled.
A. PP packets (de)terraform
B. Packets cause damage (Packets impact, oldest first, in planet-id order)
C. Planets hit that end up with 0 colonists become uninhabited
(Player order -lower- deterines whose packets hit first)

The part that says "in planet-id order" - does that refer to the target planet or the origin planet?

If it refers to the target, then the above rules do not determine the impact order of two packets launched by the same player at the same target on the same turn and arriving on the same turn.

If it refers to the origin, then the rules are sufficient, with the highly unusual exception noted below.

What happens if one uses the trick of launching two packets from the same planet in the same turn? (I assume the queue order would determine the impact order...) I've never tried that trick - a little complicated.

You're right. In the last instance, the Q order holds true.

It's not complicated.

No clue about the others.
