Things like changing how much points a PRT cost, the stats of a component, etc?

These problems are usually addressed in the game definition...
If a host wishes limitations on PRT, for example 200 points left over in the race wizard for CA, they just state that in the game definition.
As far as hardwiring the race wizard, this is out of the scope of the game mods.

Thanks for the link, i tried running the exe and got an error
message of "Component MSFLXGRD.OCX or one of its dependencies not correctly registered, a file is missing or invalid". Any ideas how to fix it?
Edit : Nevermind fixed. Now the editor says my version of STARS is unknown and it wont let me import the .exe o.O
Edit 2 : Ooh looks like i didnt have JC3. Fixed. As far as i can tell its not possible to change the PRT/LRT requirements or add new components/ships?

It is possible by directly changing machine code. PricklyPea did quite some changes, in exactly the area you're asking. But he left our comunity about a half a year ago. He still may answer to your mail if you ask him for help.
