This is not corect. The formula works out like this:
Step one:
Calculate the total number of cloaking units per ship (empty weight) as folows;
Cloak units x ship weight = total cloak units
Calculate cloak units per kt of the fleet as follows;
total cloak units / fleet mass (with cargo if any)
NOTE: when using overcloakers, the extra ships in the fleet can simply be considered cargo of the overcloakers for the purpose of the calculation
The cloaked percentage of the fleet will match the graph in the help file where 100 cloak units per kt of weight = 50% cloaking of the fleet. ~760 cloak units per kt will = 90% cloaking of the fleet. Maximum cloaking caps out at 98% cloaked.
Each cloaking device provides a certain number of cloak units as follows:
Cloaking Device Cloak Units/kT Max Cloaking %
Transport Cloak 300 75
Stealth Cloak 70 35
Super-Stealth Cloak 140 55
Ultra-Stealth Cloak 540 85
Shadow Shield 70 35
Depleted Neutronium Armor 50 25
Chameleon Scanner 40 20
When you create a fleet of ships that has overcloakers, Stars calculates the cloaked % of the fleet for you and it is displayed in the fleet composition pane in the Percent Cloaked field.

Price of hulls is similar. It becomes mainly debate over cost of extra 2 engines verses gains in armour, cargo and extra shield slot.
Extra 2 engines has plus in twice the extra (cargo) weight to affect battlespeed, and minus in minefield damage (but double armour compensates).

Multilis is not thinking like an SS or a freindly race on the receiving end of SS trades. (Multilis has played very few games with 'real people' and to my knowledge has never played SS or been on the receiving end of SS trades).
Take my advice - it will help you win and/or can be the deciding factor as to whether you win or don't.

If there is a flaw in my logic/reasoning then point it out.
I've ended in top spot every game I have so far been in and that includes against advanced players.
When I took over a WM last game never having played WM before, the other WM who likely played WM in past liked my ship design ideas, copied them and asked for advice. Our designs proved effective/efficient.
Ship design and combat is matter of math and logic like much of the game. We are all here to share and learn better techniques and flaws in our logic.

This is a debate that should be done via e-mail and not in the forum. The flaw in your logic/reasoning lies in 'not thinking like an SS'. Just mail me - you have my mail address and I'll be happy to discuss this with you.
Yes this game is about logic and math - but not always. An analysis of the rogue versus the galleon will show that the rogue is always the better choice. I have already done this analysis - the mathematics prove this to be the case.

Of course man-jets can be switched to overthrusters,
freeing other slots.
Compared to IS10 engine Rogue with 4x Super Cargo pods, 2xoverthrusters, 30% jammer, 3 x UCloaks the ship costs are:
Galleon: 159i 15b 84g 364 res
Rogue: 196i 62b 106g 462 res
Tech levels assumed: En14 W16 P12 C13 El16 B10
Ships lose .25 combat speed for each multiple of 70kt x number of engines.

IMO all these designs (everyones, not just this one) are based more on personal play style, then actual general "one fits all" usage. So, in that reguard...I think all the designs posted so far...are terrible, at least in how I utilize a RB ship.
Nit picking these designs on cost, cargo size, or a 200kt weight just seems ridiculous. Each person will build designs in a slightly different way, with a different usage doctrine. Hence, there is no perfect design and everyone assumes that the next guys design skills are poorer than theirs.
