Victory conditions sound fine.
I can play with or without Chaff but I think you need a better definition if you want to play without Chaff. JOAT and other races start out with armed scouts. Under your definition they would be immediately illegal and since there are no CAs, I suspect you will see a lot of JOAT. Also, armed frigates are a major part of the game. Futhermore, scouts and frigates are also used to trade weapons technology. A few weapon scraps does would not be enough to effect a battle very much.
If you want to eliminate chaff what you really want to do is prevent a lot of cheap ships that attract missiles. Also, chaff isn't really an issue until some players have weapons 12 or higher. If you want to play without chaff, I suggest that the restriction should be that after 2440 a player can not have more than 20 armed ships that cost less than 40 resources each. Even that is a bit restrictive since there are some ligitimate frigates with shields that cost under 4o.

Yes, crr65536, it might be possible to produce lots of two-Arm frigates without significantly detracting from normal production, after you hit wpns 24. I would certainly say that setting a number of capital ships as the single victory condition would be a bad idea. However, I never intended it to be the single condition--capital ships are just one contributor. Although, once you have weapons 24 you'd probably be well on your way to meeting the other conditions as well, as it would take around 300k resources with cheap weapons to reach (unless you're tech trading). Anyway, the idea is that capital ships would just be one condition. You'd have to reach at least two others to win.
Roberto, may I ask why you don't like the idea of chaff? In the very first post you said they'd be allowed. Why the change of mind? Although the game's targeting system is somewhat silly, I can also understand the idea of chaff from a realistic perspective. If you're fighting a battle with thousands of ships, you probably would throw a lot out there to be shot first. Since missiles and other weapons don't pass "over" targets in reality, it's conceivable that the little ships would be kind of like cannon fodder to take all the damage, stuck in the crossfire.
