I would suspect that packets between arms are not allowed... Given the spirit of the game thus far.
I have some numbers for AR. Without energy research they get ~300 resources (which can be at almost normal race levels in just a few years - 2451 ~600, 2452 ~700, 2453 ~800), with energy they get 1.2k and a whopping lead in energy tech (though not as bad as PP). Either case affords them good starting minerals compared to other races. Without energy tech research during the gen I was able to hit 3k+ resources at 2460 and maintained that rate through 2470 (I suspect this will be harder on the actual starmap), which is about on par or better than the other non-AR races I tried (note this is not necessarily what you should shoot for, I just like to know what's possible with a race). With energy research they do much better which seems way too powerful for a race not building any factories (non-AR races were factory based). Energy research is like AR factories, and nobody else is getting them for those years... So... Everyone already is quite familiar with end game AR strength, this game already mitigates the mid-game weakness of AR and softens the early game iron crunch all without the energy-tech boost. I'd say if you want to balance out the PRTs nicely, alchemy is the way to go. Yes, some races (most? all?) might need to be redesigned, but I think it's for the better, really. As a side note, I've been testbedding in small packed.
The biggest problem with energy research is the ability of PP to totally crush a neighbor non-AR (all the more reason to be AR). You've all played the AI PP, who annihilates every new colony you put up near his space. A PP could do this out of the gate and crush you before you can develop or build defences on your fledgling colonies, pop advantage is plenty reason alone to choose PP. Quite the spoiler race for a neighbor.
Incidently, if we have the MT... MT ships would be very nice, a ship with a jumpgate could gate pop to the next arm or the core (though small amounts of pop) through the gate network, which could be quite interesting. Normally they are scrapped immediately by a race who receives such a gift for a small chance for tech or a chance for a toy, but here, they could be quite a nice (potentially very early) strategic advantage.
