Wow. That's the most news I've heard in years about the game development. Too bad more coders wanting a solid working 4x game can't get together to bring a game to market. =(
Something just occurred to me. One thing that's worked out quite well in the Northwest is non-profit radio? Seattle has a great station (KEXP.org) that is community funded. I'm wondering if it would be possible to create a game company (with the goal in mind specifically to produce Stars! 3 or SNG--whatever it may be) based upon a similar business model.
With a substantial interested and loyal customer base they could pool resources toward affording the goal. There would be some significant grunt work obstacles in gathering the necessary paper work for 501c3 status (presumably that's the status) to create said game. If one could find some grant seed money and organize an online pledge drive to a paypal account, perhaps funding could be had to create such a game afterall?
What would be needed first would be a mission statement complying with legal requirements for non-profit. With dollar amounts with realistic projections of what could be accomplished. Part of mission should include appropriate compensation for the code owners. Pledges could guarantee a sort of membership? Suggested donation level of $25? Have a pledge drive to guage level of support and determine if funding level could even approach what is required to get the program off the ground?
Either that or some sort of semi-formal private auction off of stake in the to-be company/organization.
I may be reaching at straws here to get some sort of updated new and improved 4x beast out there, but I figure it's worth it to throw the ideas out. Haven't posted to usenet though on basis that I avoid a news client and don't want a shload of spam into my gmail acct.

I think a similar idea got bandied around in the newsgroup thread, but the SN programmer said that he wouldn't be willing to do it and didn't think the Jeffs would either. (IIRC the reason given was something along the lines of not wanting to take peoples money in case the game still didn't get finished...)

Actually, the proposal in the NG thread was if they would be willing to sell the codebase. Besides, considering what they've admitted about the level of coding that needs to be completed on SNG vs. S!3 is a pretty good disincentive to pursuing SNG.
What I was proposing is structurally different. Public ownerships by way of membership (based upon the public radio model--ie. kexp...not so much npr though it's similar). Not even sure if it is technically and legally possible (though I don't really see a reason why it wouldn't be). It would be interesting, at the very least, to see an experiment in public software development (not-open sourced!) be attempted.
Anyhow...maybe one of these days I'll copy my proposal to the rgcs.
