Let me state the rules for the very last time to try to prevent misunderstandings and for easy reference.
- NO LRT's allowed (has now been verified by Ken, thanks again for that!)
- You can have only ONE race set to friend (not necessarily the same race the whole game) and maximum TWO others set to neutral (this will also be checked by Ken at random times, meaning you cannot change your password unless you inform him, this also makes it possible to find replacements in case of drop-outs)
- No bug/feature listed in the NG FAQ is allowed, except for chaff and fleet dodge (if you can get it to work). You can find a good (but not complete!) bug list at http://www.starsfaq.com/bugs.htm
For the first turns it's ok to have more players set to neutral, but once you start meeting more races please adjust your settings. This might bring some hard choices, diplomacy is important here.
I think it's obvious that I ask and expect to see no work-arounds regarding the player relations, enemy means enemy, no techtrading, if your ships meet there will be a battle (given one of the ships is armed), so please do not set your battle plans to not attack enemies (unless for special circumstances like cloacked fleets advancing through minefields trying to
stay undetected by turning of their sweeping).
Neutrals don't have to be attacked.

Techtrading allowed with neutrals? I do not think it is necessary, but it might be a great diplomacy tool. Opinions?

I think tech trade with neutrals is ok.
The main difference between ally and neutral outside of battle orders is with the inability to share stargates and that you can't travel freely through minefields.
Since neutrals are limited I shouldn't see it as a problem.
But can we all keep the mentality of an alliance is an alliance, an enemy is and enemy and a neutral is someone you haven't attacked yet.

I would put my vote to allow neutrals to trade tech. This can be a nice negociation tool as pointed out. It is also useful to work against other enemies and in this game we have by design a lot of enemies.
As far as my battle plans, I plan to set them so I only attack enemies. I forget if this will affect hitting my minefields by neutrals. I assume it won't and it will work the same as starbases which attack all neutrals.
