My game situation is nearly like the ending of the the western i named, 3 guys standing watching each other, each one wanting the treasure in the middle of them, but all knowing, if they draw to shoot one of the others, the one they cannot shoot immiediately, will shoot them. Who draws first dies second.
I'll have the same situation in a last man standing game, 2 JOATs, me ans SS, with slightly less(10%) resources, lot of intersettlement with 1 JOAT, slight intersettlement with the other, while they are little intersettle and nearly maxed tech, except for prop.
At the moment 5 year cancel treaty between SS and both Joats, while the Joats have some "i'll leave you alone if you do not com close" treaty.
What to do generally in such a situation?
And one of the JOATs claims, that in a all against all situation i would win due to my SS advantages, although i'm 3rd in resources and will remain so. Therfore he tries to ally with the oher against me. Is he right?

Sounds like a thouroughly rotten situation... I'd wait and see if any friction can be made between the JoaTs. Pretend to be weaker than you are.

And build some 98% cloaked strike fleets to send to the JOAT HW's. Nothing takes the heart out of a player like killing his HW.
