I don't see that this would unbalance anything, but I personally don't like to play in anything larger than Medium. Too much MM, and takes too long to get to the front in the mid-game. With the engine restrictions, you might find that getting ships to the front takes a while, and some might perceive it as boring.
I do like the sparse universe, though, and I think that will keep things very interesting.
You'll probably see an emphasis on light ship design. For this reason, you'll probably see folks rushing to Nubian tech ASAP. To keep things interesting, you might consider slow tech advances.
I like games that require BET because it keeps Omega Nubians off the field in large numbers, but that's just me.
Looks like it'll be a good game if you like Large universes.

What about the fuel xport and super fuel xport? Will these also be banned?
If you also wanted to slow down the game then you could enforce that no-one can take ISB. With no space docks and no super fuels and no fuel tanks AND no ramscoops it will certainly slow things down as ALL ships will have to consider fuel both to and from their destination in comparison to the nearest starbase.
once stargates are built this effect will be lessened - however for transports it'll still be applicable.
What about the Enigma Pulsar? or the Settlers delight? Will these too be banned? (or are they already due to NRSE?)
I think HE and AR will be the races to suffer most in this environment - depending on if you allow the space dock and the settlers delight.

HE and AR won't necessarily suffer - the slow engines and reasonably large open areas will give them plenty of time to get established. What they really should fear is close starting positions and fast neighbors.
