Since I'm using XP, I can Switch Users. I've got a second profile I use as a back-up (in case something breaks in my primary; been known to happen). Apparently the Win16 subsystem is profile-specific, because I can get a crash in my regular profile, Switch over to the alternate, and it'll work fine in there. So I now basically have a "gaming" profile and a "regular" profile, running simultaneously.

You can try to remove the "%SystemDrive%/Documends and Settings/<Your username>/windows/stars.ini" file.
You must enter serial number again after that, and You lose client-defined settings like custom transport bulk orders.
When creating new user, You'll loss them anyway, so it's no exta risk.
Also check this file with notepad, It must look like normal windows 3.1x INI file (all text, no any wierd characters). Maybe You can spot the problem with bare eyes.
If Your "gaming profile" will become dirty also You can, instead of creating another one, do (as main user) "My computer -[right-click]->properties->switch to user profiles tab->select "gaming" user->delete" as You have nothing to loss in this profile.
