How about this for a game concept...
1. All armed ships must have shields
2. Nubian hull banned
Otherwise a "standard" game; intermediate/advanced level.
Rule 1 ensures that chaff has to be shielded. Rule 2 ensures that the missile BB era lasts longer.
The idea is to get a bunch of competent players experimenting with shielded chaff.

Not sure, but probably. How much of a disadvantage would it be for those races that have them ? I can't see it altering game balance much.

How about rule #1 kicks in at 2430.
This allows people to use their initial armed scouts, and also do use 3 weapon slots on early DDs. I can't imagine chaff being useful before 2430 so it would still have the desired effect.
The host would probably play a one world wonder war-monger with cheap electronics and aim to get Dolphin scanner frigates distributed around the galaxy by the cut-off date.

I'm also thinking that this should be about combat and not diplomacy, so maybe have a "all other players (except host) must be set to enemy") rule, and only 1 winner possible.
Small universe, 4 to 6 players maybe. We certainly don't want what is essentially a test-bed to run on for months and months.
