Say... you are #9/16 and year is 2430. Do you play on if you know that you will be kicked out at 2460 and your neighbours already discuss how they divide your territory? Okay you can raise to #8 or #7 and so survive until 2470.
The other problem is that the distribution of homeworlds and planets is never too homogenous and so there are always some dense places with lot of players. In normal game the dense spot weak nations can cooperate and so have hope to compete the sparse location nations, in here the sparse territory guy gains initial lead thanks to his territory first and then turn into fat vulture eating one after other these outkicked regions.

I think this would bear becoming a regular "series" of games, just like the TV show (or so I'm told - never watch commercial tripe like that). I suspect this will be a popular series of games like the Childrens' Hour of Science or Rabid Weasels in a Box. If you feel like the extra work, you could start a new series at 2450 in the previous series. This way, the bottom-enders who already were "voted" out have an opportunity to try again (or they could anyway if they have time). You could eventually have an "all-stars" game involving the winners of the series. You could make all the games ranked and even set them by rankings (Stars Survivor "Beginner", Stars Survivor "Low Intermediate", and the heart-wrenching, gut-tearing Stars Survivor "Advanced").
I think as a host past and present, that this would be a great opportunity for beginners and advanced players alike. Hope you get a lot of interest in it! I'll probably play in one once I get through some of the other games I'm in the middle of...

I disagree. There's nothing to be learned from this game. If you manage to get a lucky draw you'll grow big. If not, you even don't have a chance to cooperate with your neighbours to become strong as an alliance, because you'll be eliminated without ANY chance to even resist the occupier. That's no game, but lottery. Not the best, the LUCKIEST will win. !
