However, scrapping leaves some small holes...
you can get scrappers to the major races for:
Construction 16 (Valanium)
Weapons 16(Heavy Blaster)
Propulsion 16 (Trans Galactic Mizer Scoop) {side note: host race must have IFE with regular engines (no No Ram Scoops)}
Electrical 16 (Elephant Scanner) {side note: host race must not choose NAS}

However, Energy and Biotech are limited...
You can get:
Energy 14 (Gorilla)
Biotech 12 (Enriched Neutron Bomb)

This setup requires two types of scrappers...

  1. minibomber with Quickjump/Enriched Neutron Bomb
    30 sets of 20 fleets scrapped per year will give you Weapons 15+Bio 12... with 3 years to spare... player should be instructed to switch to the other set of scrappers when Bio 12 is reached.
  2. galleon with TGMS/HB/Gorilla/Valanium/Elephant
    80 sets of 20 fleets scrapped per year will give you the remainder.

The player should be instructed to scrap all remaining ships when the goals are reached.

It still will take 100 years to move through the first phase of the scenario.

An idea on how to provide inactive vs active restrictions on the Shadows and Vorlons and also make them unpredictable:

Rather than have them "one turn every five years" or "every other turn" or such scenario, allow them two turns every five years. They get to choose which turns so it would be unpredictable for the other races and if they choose they could run up to four turns in a row (i.e. they rest for three turns, play two [thus completing 5 turns with only two played], play two and then be forced to rest for the next three).

This results in the Shadows/Vorlons not submitting turns 60% of the time...and the other players will be guessing on which turns will represent the active 40%.

Chuckle...
I can envision that becoming a management nightmare for the host...
unless the Vorlon and Shadows are cooperative...
but, whoever, heard of a cooperative shadow?

Could be...but doesn't have to. I pretty much envisioned players that would voluntarily adhere to the rules. The host could periodically check after the fact and see when and how often they have submitted turns (maybe apply punitive restrictions if they have exceeded their allotment through some sort of oversight).

If host does not play he has both passwords and can simply check if they obey the rules or no.

The shadow and vorlon can be set to inactive at autohost. This way it is not visible when they submit turns and how lot of turns they have missed lately. Wink

Submitting in the last minute before gen is an option here. Nobody will see the green light. Just don't cut it too close! Smile

Another potentially nasty option:

All players are set to inactive except either Vorlons or Shadows, and it alternates each week which one is active.

3 gens a week, automatic flip to next turn if active player submits.

No inactive player is allowed to submit in first 24 hours.

Active player is NOT allowed to submit after first 24 hours.

Shadows and Vorlons can only submit once a week.

(As a result the active player either Shadow or Vorlon can force everyone else to miss a turn at the time of his choosing. Would make diplomacy very interesting.)

Just a suggstion. To make the gates more important, maybe all the younger races shold be forced to have expensive propulsion. Additionally everyone should have NRSE, and IFE should banned. Maybe even force CE on everyone.

This makes the gates a little more important, as in the B5 universe, gates where the only way to travel.

[Okay, hyperspace was the way to travel, but none of the younger races could get there without (vorlon supplied) gate technology]
