The idea is to increase paranoia by minimising knowledge of the other races. It also should dramatically encourage offensive play. With the (2b) option it would be possible (at significant cost in terms of fleet numbers) to provide a minimal scanner net to protect your inner worlds.

Well, if you admit no scanners at all, you can fly through enemy space, only hindered by minefields, and attack the inner planets. Would be a lot of Chaos, especially when minefields are permitted too. Nice idea, but I don't think that you can plan anything on that basis.
So, i would at least admit the rhino scanner - if you want to have decent scanning, you have to invest a lot. Minefields would be okay then too. Also, I would allow the homeworld scanner, as it makes defending your inner planets much easier.
I don't see the need for prescribing ARM - the battle computers (and perhaps the home world scanner) should appeal enough.
So, I'd say: (1b) (2b) (3b)

I quite like that idea... I'm not sure it's wise though, we wouldn't want to make it too easy to attack. As it stands the defender would have a hell of a time just figuring out the attacker is coming, let alone where they will strike.
