Concept: **Restricted scanners game**

Race Wizard:
PRT: AR, JOAT, SD, PP banned due to inherant scanning abilities.
LRT: NAS trait banned

Planetary scanners:
(1a) remove HW planetary scanners using a modified start and do not permit new scanners
(1b) allow HW planetary scanner but do not permit new scanners

Ship scanner restrictions:
(2a) allow battle scanner only
(2b) allow battle scanner and rhino scanner only

Optional side rules:
(3a) minefields banned: you wouldn't see them until you reached them... Sad
(3b) minefields allowed: you wouldn't see them until you reached them... Twisted Evil
(3c) ARM required (to encourage elect research)

Any suggestions?

The idea is to increase paranoia by minimising knowledge of the other races. It also should dramatically encourage offensive play. With the (2b) option it would be possible (at significant cost in terms of fleet numbers) to provide a minimal scanner net to protect your inner worlds.

That's quite interesting. Could make a great game.

Well, if you admit no scanners at all, you can fly through enemy space, only hindered by minefields, and attack the inner planets. Would be a lot of Chaos, especially when minefields are permitted too. Nice idea, but I don't think that you can plan anything on that basis.
So, i would at least admit the rhino scanner - if you want to have decent scanning, you have to invest a lot. Minefields would be okay then too. Also, I would allow the homeworld scanner, as it makes defending your inner planets much easier.
I don't see the need for prescribing ARM - the battle computers (and perhaps the home world scanner) should appeal enough.

So, I'd say: (1b) (2b) (3b)

To encourage offensiveness have a no new starbase designs rule, it would encourage very early attacks on planets.

If you allowed only new orbital fort designs, it would make an interesting trade off!

I quite like that idea... I'm not sure it's wise though, we wouldn't want to make it too easy to attack. As it stands the defender would have a hell of a time just figuring out the attacker is coming, let alone where they will strike.
