What happens if you meet a Mystery Trader selling Ships, but you've got no slots free?

If I remember correctly, you get a very polite message explaining that you have missed out on acquiring a new ship, which, in my opinion, is nothing to lose sleep over.

Although there was that one game where I had taken NAS, and the Nubian that was given to me by the MT had bodacious pen-scanners built into it as well as being steathly to the max. I made good use of it for a while spying on my enemies before I got aggravated at it taking up a needed slot and scrapped it.

IMHO (I may be wrong, someone correct me) The MT ships are almost worthless, and you need like at least 5 of em to get anything useful in scrapping them, Id prefer just to have the part (or hull, those things make nice scouts)and be done with it

Well, I just scrapped two of them in a game, one per year - and from the first one, I got the Anti Matter Torpedo... I can't do anything with it, but I was really surprised when I got it.

You need it to unlock the secret Supernova Cow level since it helps you find the keys hidden on the planets McBride and Johnson.

You dont get the ships, the minerals are gone, and you got no second chance for that particular MT.

The ships are useful somewhat, except from scrapping them and getting tech/parts, as you can gate cargo and pop now!
Only some, but you can. This can help if you got an ally far away or whatever... but thats the only use I had for them, at least later in the game.

Does anyone know if you can get toys from the MT if you dont have all the tech the MT toys carry? I heard that if you get tech from MT scrapping, you dont get the toys.

Yes, you get the toys. In my example above, I didn't have that much Bio tech that is required for AMT... The problem is that you are more likely to get a tech level instead of the toy.
