anyway, if this beastio gets off the ground you can either pm your race to me, or send it via email to donjon at btl dot net.
I will be happy to set up a universe with a northern party (call that EA) and a southern party (call that AH) in sectors comprising 25% of the planets, and a neutral territory comprising 50% of the planets (call that no-man's land)
Do I have the picture?

I know two things, there is an easy wasy to do this and a hard way and the end result is ultimately the same.
N/S divisions are easily done, and E/W divisions involve massive regens to get the proper placement.
I assume you wish N/S divisions because the other would be horrorzontal.

If you all need somebody to do the setup for you, I'll do it. a couple questions though, do you want a strip of planetless area in the middle where the no-man's land is? Or perhaps a no-man's land that is more sparsly populated populated with planets than the team areas? Both are easily possible in addition to the vertical moving of the HW & secondary planets.

I wouldn't bother to move all planets around - just create a simple .gif file with different color densities for the 2 teams with light color in the middle then use it as a seed to the universe creater causing most planets to end up in the 'team' zones with fewer in the 'no mans' land. Any HW's and secondarys in the wrong place then get moved to a location on the correct side.

Your other option is to have the neutral host spend a little time to receive info from players and browse turns every now and then. The host ccould then chronical the game. At the 50 year point, a first 20 year report could be generated describing various items of news carefully chosen so as not to provide military intelligence. Later, at the 100 year mark, a more detailed description of events could be published of the first 25 years and again additional cronicals for the 25-50 year era (carfully worked so as not to provide military 'secrets').
This type of news broadcast would be interesting and kind of fun for the players.
