Hi, my question is very simple:
¿There is some way to make your own IA race? or
¿Exist any "patch/plugin/mod" to add more IA races?

No, there isn't.
The AI races are hardcoded, and nobody has access to the source to make that kind of change.
This is part of the reason behind the freestars project; AI will be relatively simple to add to that, at least in theory.
