Pls Critique These Settings

I posted a slightly different version of these game settings in the "Slow Game" thread, but I'd like to get anyone's opinion on them so I'm starting a new thread:

Assuming 15 players + host

Universe Size: Large
Density Sparse (384 stars over 2560K sq/ly)

Galaxy Clumping ON
(Other options negotiable)

IT Not Allowed

All players must take NRSE
No one can take IFE (a neutral 3rd party would have to verify that)

IS-10 and TS-10 engines not allowed
Fuel tanks and super fuel tanks are not allowed

How would these settings affect race decisions? How would they affect game play? Do these setting unbalance any part of the game?
