Arguably, web boards provide *less* functionality. Or at least, different functionality. Usenet is a distributed store and forward network that allows you to connect with an arbitrary client and do what you will with the content. Versus the centralized "all or nothing" web boards (if the web board goes down it's *down* - archives like the Internet Wayback Machine are spotty at best, painful to search through, etc.) IMO, no web board has come close to the usability of Usenet...
On the other hand, web boards allow much tighter editorial control - both for the poster and the moderator(s). This has certainly become increasingly important with the ever increasing prevalence of spam.
