Immutable Rules
101.
All players must always abide by all the rules then in effect, in the form in which they are then in effect. The rules in the Initial Set are in effect whenever a game begins. The Initial Set consists of Rules 101-115 (immutable) and 201-215 (mutable).
102.
Initially rules in the 100s are immutable and rules in the 200s are mutable. Rules subsequently enacted or transmuted (that is, changed from immutable to mutable or vice versa) may be immutable or mutable regardless of their numbers, and rules in the Initial Set may be transmuted regardless of their numbers.
103.
A rule-change is any one of the following: (1) the enactment, repeal, or amendment of a mutable rule(or rules); (2) the enactment, repeal, or amendment of an amendment to a mutable rule(or rules); or (3) the transmutation of an immutable rule into a mutable rule or vice versa.
Note: This definition implies that, at least initially, all new rules are mutable; immutable rules, as long as they are immutable, may not be amended or repealed; mutable rules, as long as they are mutable, may be amended or repealed; any rule of any status may be transmuted; no rule is absolutely immune to change.
104.
All rule-changes posted to this thread shall be voted on. They will be adopted if and only if they receive the required votes at the time that voting was closed.
105.
Every Home World Forum member is an eligible voter. Every Home World Forum member who has voted in this game at least once is a player.
106.
All proposed rule-changes shall be posted to this thread before they are voted on. If they are adopted, they shall guide play in the form in which they were voted on.
107.
No rule-change may take effect earlier than the moment of the closing of the vote that adopted it, even if its wording explicitly states otherwise. No rule-change may have retroactive application.
108.
Each proposed rule-change shall be given a number for reference. The numbers shall begin with 301, and each rule-change proposed in the proper way shall

Proposal 301.
I propose an addendum to 209 that grants points to a succesful rule-change.
The quantum can be decided by consensus. (20 points).

When a proposed rule-change is defeated, the player who proposed it loses 10 points. If the proposed rule-change is accepted, the player who proposed it gets 20 points. Each Yes vote gets 5 points while all other votes get -5 points each.

When a proposed rule-change is defeated, the player who proposed it loses 10 points. Each vote that rejected the proposal gets 2 votes, while each vote that accepted gets -2.
If the proposed rule-change is accepted, the player who proposed it gets 20 points. Each Yes vote gets 5 points while all other votes get -5 points each.
My logic is that there will be more bad proposals than good, thus 2 points vs 5 points.

To simplify
2 sets of rules.
1st set can't be changed
2nd set can be.
Proposals will be the 3rd set of rules.
Read it 2-3 times and it makes sorta sense.
Btw, vote and make a rule change proposal yourself.

Ah...encouraging cronyism I see...
Also...is the last sentence part of the "if it is accepted"? or does it always happen?...May I suggest you a) add a prefix to clarify this and also modify the rest of last sentence to read "Players who voted in support of the rule-change gets 5 points each and players who voted to opposed the rule-change lose 5 points each."
Not that I'm supporting this proposal per se. If your intention is to encourage participation then perhaps more points should be gained for supporting votes than opposing ie, reward participation in creating new rules rather than rewarding groups of people for voting together towards or against common goals. If the latter, perhaps you should award points to the "winning" side rather than the supporting side. Thus people would be rewarded for opposing an unpopular proposal.
