-f needs growth. Lots of growth.
There's also the fact that 18% growth needs a LOT more population in freighters to overpop.
I don't see how 18% becomes 27% anyway...
1 in 5 1i is pretty good hab anyway, little need to improve it.

Rad immune, no NRSE, and prop/con cheap allows quick acquisition of medium freighters with radrams.
3 extra years to build your HW? This is a -f we're talking about. Speed, especially speed in starting the croby horde, is essential.
