Do you have ships in orbit too, of course they engage battle. I don't think you're informed of who did it, but I can't recall if you are(informed) or not. Cool

Pick pockets can only steal from ships whereas the robber baron can steal from planets. If the stealing ship is unarmed or has retreating orders and meets no resistance it should not engage in battle.
