It was reported the 2nd year it occured, since i wanted to error on the side of me making a mistake with a merge fleet order. When it never moved the 2nd year (after i removed all my other fleets orders targeting the said fleet) i reported it. I wanted to make sure it wasnt by my hand the fleet didnt move before saying it was anything else.
