Every single Win 3.11 programs kept, when it was needed, information in the //windows repertory. It was standard back then so since the program was written for Windows 3.11 it take for granted that the .ini file is (or will be) in that directory. If you move the file, the program won't find it and will thus act just like if it didn't exist.

The way default Windows 7 and upward work, "normal" programs don't have rights to write or create any file outside of the "My Folders" directory (I don't know what is the name exactly but I referred to it in my last post too). This mean that STARS! cannot create the C:/Windows/STARS.ini file by itself. And of course, if you don't allow the file to be able to be written over then it won't be able to edit it either even if it does exist.

I think those versions of Windows manage pretty well with the newest programs made specially for it. But you want to run older software? With default parameters, you're screwed.
