I've seen this done here and there. You can still easily tell them apart - for fleets, look (or click) on player icons; for planets - click on player name. Both of these methods will tell you their player number. In addition, both fleet and planet reports display appropriate names.

I think it is "legal". I also think it's "unethical".

If I were to vote, I'd prevent people from doing this because it doesn't give any benefit to people doing so, but can make experience of others a bit annoying. Since this is a game and everyone is supposed to have fun, doing annoying things seems just wrong.
