CA's having the ability to see everyone's habs, by temporarily setting relations to "Ally".
The game doesn't wait for the relationship to be confirmed by the other party, or for the next gen.
It show's the habs in the same turn.
I think that this simply has to be accepted as one of the strengths of CA. As craebild notes, there's no way to check this. CA is often, maybe usually, banned from games and when the PRT is allowed this should be accepted as one of the weapons in its arsenal.
