The battle board opens and 2 opponents are shown in the typical starting position for battles with 3 participants but no 3rd party's ships show up or get involved.

So far this happened only in battles between 2 players. Has anybody seen this before? Any idea why it happens?

Not sure but I think I ran into this a few times a long time ago when testing battles. Is there an unarmed fort/SB involved? Is some weird combination of player relations along with battle orders being used?
