What happened:
I gave WP0 order to upload some minerals, and somehow Stars didn't take that into account when calculating how much fuel was needed, so the extra 200 fuel from a SFX didn't get used at all (as in added the pool of fuel available) and is now very nicely splashing around in my tanks. My fleet report says I have 200 fuel left, which could have carried the fleet to the destination.

SFX fuel is generated *after* the fleet moves. IOW you get to use the extra 200mg at the beginning of the following turn.
