Looks like it may be possible with palmOS. not sure about others...

Since that really creates a DOSBox environment, you should be able to run Stars via Win3.11 http://wiki.gible.net/index.php/Stars_vs_OS#DOSBox

Tho I can't say how playable it would be...it really needs at least 800x600.
