If your already to the point of blockade most likely this is just a waste of minerals since the station you build will be destroyed the next turn if you know the fleet isn't gonna move from orbit. I would suggest you build only an empty orbital fort and put the rest of the minerals to either research or defences (if you expect bombers to show up shortly) and try to relieve the blockade via fleet battle or your own offencive to destroy his economy.
