No, it's always made for offense. Basically, because defense doesn't work unless you control an entire star system. Think of it this way. Your front has multiple planets on it. If you put your entire fleet on one of those planets, they scout, and attack somewhere else, killing half your planets before you can bring them to battle. If you attempt to avoid this by splitting your fleet, then they just pool their fleet and kill one of your fleet portions, after which they have a stronger fleet than you and you're screwed anyway. Hence, you can't blockade effectively, and you can't do a Mahan strategy because you can't bring someone to battle without their consent (Forewarning or equivalent tech). So, the game forces everyone to play a Mao strategy, and spread their operations out as much as possible, to try to kill your opponent faster than he kills you. It's basically like Stars! with everyone playing AR. Less of a problem at faster speeds, simply because it's actually possible to save planets.


Do planetary defenses (guns and hangars) have no effect at all?
