Here is a table of the default starting techs for each prt. I have a spreadsheet I use containing the weights & tech levels of the various early tech hulls and parts for determining PRTS, LRTS & tech levels by (manually) computing all the possible designs for a sighted hull & weight. Its use is limited, because it assumes no tech gain but works for the starting ships, at least until someone goes through and records *all* of them for every combination.
