Well the game is generated and it is about as fair as I can make it (many many regens)

I'm not sure if you all realise the difficulty in seting up this game, it's definately at the upper end. I'm posting the guts of the instructions to give you some idea:

1. Check race files – PRT IT & PP are banned. CA: no TT, 250RW points to defences, JOAT: no NAS, 50RW points set to defences

2. Check .DEF file – I’ve set it up except that race files names are unknown for the most part so most race file names need to be renamed or the .def file edited - I’m just trying to reduce your work load so change it as you see fit. For each universe generation, change the seed (last item on line 1).

3. UC 1.3 .xy file regeneration (I’ve included a sample to give you an idea of the sort of thing I’m after. Don’t worry about if too much tho as long it ends up looking reasonably fair – see below).
a. I’ve played with things and come up with these UC settings:
(i) Sensitivity: 11
(ii) Min. Star Distance: 5
The idea is to allow a few stars to stray outside the “Cities” but not too many. The singleton stars add to strategy, particularly when between distant cities. The min. distance helps (a little bit) to make city size more even compared to a smaller setting.
b. Despite the above it may be necessary to remap a number of times (in UC) to pass your eye over the map so as to check that city sizes are reasonably even (preferably lowest # stars + 4 <= largest # stars) & not too many stray stars.
c. (obviously) Reposition HWs (you can use UC but Map2xy might be easier) to attempt fairness in regard to starting position & opportunity for expansion. I’d like to ensure that each occupied city has access to at least one unoccupied one.

4. Map2XY
a. If it looks too hard to achieve reasonably evenly sized cities you might want to move some stars from one city to another, to the empty voids or from the void to a city using map2xy. However, I certainly don’t expect you to manually remap half the universe. Map2xy is used as follows:
(i) Create a .map file
(ii) Edit the .map to reposition stars (x, y coordinates). Only the x &/or y coordinates can be changed and x,y coordinates of all planets must remain in order from bottom to top &, within that, left to right. So if you wanted to move a planet from the very bottom to the very top & there is a planet in the middle with the same x coordinate you would need to change the y coordinate of that one too to be even closer to the top or increase the x coordinate. Warning: Map2xy does no verification. I don’t know what happens if you attempt to modify the .xy in an invalid way.
(iii) Run Map2xy which is a DOS utility & the command is in the form C:\Games\Stars\Utils\Map2XY\map2xy.exe C:\Games\Stars\Utils\Map2XY\Dia2.xy

Hopefully This Will Help Too:

I’ve created a SeeAll.STM too help with Step 2 above. This can be applied to Stars.exe JRC3 (not JRC4 – StarEd does not work with that). This simply changes the Viewer 50,90,150 & 220 to become a 5000ly pen scanner so that, provided that you open the .m file for a non-AR race you can see all planets including those that are occupied. To apply the STM: Open StarEd.exe, import A COPY OF jrc3 version of Stars.exe, load the STM, Save the modified Stars.exe I suggest that you use the following procedure for Step 2.

I. Use Starsjrc3SeeAll to create a universe, create a .p file & open it in Excel
II. Check if HW planets #s are reasonably well spread. If so then chances are good that the HWs can be fairly positioned/repositioned after UC is applied
III. Once you have a workable model, note the planet #s of the HWs & regenerate using the standard Stars.exe but ensuring that you’ve used the same seed.
IV. Proceed with Step 3.

One thing I didn't mention above was that when UC generates each remapping the universe varies, especially in the width. I'd prefer the width to be over 1500 but each regeneration takes just a mouse click tho it can take several attempts to achieve that each time. I don't consider this to be critical so if it turns out to be difficult then a narrower width would be fine.

I realise that this setup is at the top end of difficulty & complexity so I thank you for doing it & if I can do anything more to help or anything appears to be overly difficult please contact me.
