-f IS is probably my favorite race. It has all the advantages of -f without the 1100 resource/world limitation of the others. You can expand aggressively like any other -f but when the endgame comes, you don't fade away from the lack of factories.

Definitely take an immunity.

I would take IFE rather than ISB but as others have said, you don't need both. The fuel transport can make up for one or the other early on.

Seriously consider 1/900 pop efficiency. It is expensive but it does two things I like. One, the extra pop efficiency adds 11% to your population resources. Since your entire economy is pop based, this means it adds 11% to your economy. For a factory based race this would add maybe 4% to their economy. A perfect world will give you 2444 resources which is not bad for not building a single factory! Two, it eases the burden of ship building during initial expansion. If you are running lean and keeping the HW at 25-32%, the extra resources allow you to make enough ships to keep firing off expeditions. At 1/1000, I frequently have to hold off for a year until I can finish building ships.

To help pay for 1/900, you might consider 19% PGR. This slows the arrival of orgies by a few years but it is still pretty fast and you get there in the end. Basically, you are trading a delay in reaching your peak resources for 11% more resources when you get there.

Consider not taking NAS. You will have tachyons which means the doubled scan range isn't needed to detect cloaked fleets. A cloaked tachyon nub with a stack of elephant scanners is great for your peace of mind.

The other half of making a -f IS work is not in the design but the playstyle.

Step one is to expand as quickly and aggressively as possible. Between the 2x defense bonus once you have landed and the minigun destroyers you can deploy almost immediately, nobody beats you in the early game and you should play like it. As soon as you run out of room to expand, you want to fill up your own space at least at the border to prevent intrusion and you don't care if it is red.

Step two is getting orgies going. Let your green worlds get to 50% before starting orgies. You will be tempted to keep your worlds at 32% while you make them but that causes a 36% drop in resources and will slow your research too much. It is bad enough sitting with all your worlds at 50% waiting for the orgies to blossom. This will take 25 years if you keep the world at 50% the entire time and just keep uploading people to freighters. After the 25 years, you can load your worlds to 300% and have enough left over to keep it that way. This means your resources quadruple when you pull the trigger but it is a long long wait. I frequently drop from near the top to near the middle in rankings while doing this and usually I am pushed to take an interim step: About half way thru, when I have a million colonists in orbit and half a million on the ground, I fill the world leaving half a million in orbit. Now I don't have the breeder any more and I lost half my orgy so the remaining orgy becomes a space-based breeder and it will be another 25 years from this point until I can make the move to 300%, but in exchange I double my resources by moving from 50% capacity to 100% capacity. Also all my mines can now be operated if I need minerals for warfighting.

Finally, in endgame you will want to use your advantages. -f races, particularly IS, can afford to lose planets. Assuming no CAs (or PPs), the enemy can't undo your terraforming and you don't care about the pop losses after your 25 years of suffering to get orgies built. If you get a few planets bombed clean, you can come back and have them fully operational in a few years. On the other hand, your enemy has ~14k invested in factories on each of his worlds. If you get over them and bomb them clean, it is a permanent loss to him. He won't rebuild more than likely because he can't afford the Germanium. Alternately, if you aren't anticipating being forced off a world, you can use an orgy to simply overwhelm the defenses and take the factories intact for your own use. I prefer to bomb them clean myself.

What this means is that you don't have to go armada vs armada against your enemy. Let him take out some of your worlds (pull back the orgies and overpop though) while you take out some of his. You will hurt him worse than he hurts you. Jason Cawley refers to it as the Mao strategy and -f IS does it best.
