It generally means that two turns will be generated without any chance for you to give orders in between.
For example, in 2400 you'll get your turn (M file) and submit your orders (X file). Then you'll get 2401. Now you have to submit orders knowing that two years will be genned before you get your turn file. So instead of getting 2402 you'll get 2403 that contains two years of data.
The key is to ensure all planets and ships have enough orders to get them through two years. There are other considerations, such as you can keep your ship movements hidden by planet hopping, but you don't have to be on a planet on the even numbered years (in this example). That also means others can do the same, so be aware of that.
