Thanks to all for their suggestions.
I agree that solo victoy and (unfortunately) PPS must be part of the game conditions in order to discourage powerful players from having friends, yet allow less fortunately players that benefit.

However, I THINK I have a method of encouraging the behaviour without making it an iron-clad situation. It has the downside of needing heavy third-party verification of .m files. I will throw out a few rules out there and see if anyone can guess what I am thinking:

As verified by a neutral third-party every turn after 2419 -

1) All executed battle orders must be capable of targeting any neutral or enemy ships/orbitals through primary or secondary target.

2) You can set any race you want as "Friends"

3) You can only have 15 ship designs

Anyone that violates rules 1 or 3 cannot win the game and will be set to AI control a couple of turns later. I had to drop a couple of hints to Ashyln about how the rules would enforce the flavor of the game (stonger players independently fighting off coalitions of less fortunate players), and she thought it was pretty devious.

If some expert opinions cannot find major flaws with this special type of game, then I might consider setting up a new game request with a start likely in late July.

As far as tying this into "Firefly", the only aspect I can think of is - the neutral third party is considered the meddlesome Alliance government. But a separate game using Coyote's suggestions might be possible too.
