General question :-
You don't need to set a WP1 task when meeting the MT do you ?
Without having Stars in front of me it is difficult for me to envisage, a bit like riding a bike - you just do it.

My feeling is that you don't, the MT just grabs the heaviest fleet with a cargo hold from each player.
So back to your scenario, you must have lost another fleet at the same location ?
