I've looked at the files, yes, it is exactly 10 resources from the next level (adjusted for cheap/normal/expensive field).
So, what happened is that the battle happened, and he got tech from the battle, and was given x resources to exactly get the next level (in a field he had no progress on for the current tech level). Then colonization gave a few hundred resources in another field (earlier in the en/we/pr/con/el/bio list then the tech he got from the battle). Then when tech was checked, the colonization tech pushed him over to the next level, and the battle tech therefore missed by 10 resources.
