Now that's interesting. So the timing of the check to see if your levels have changed after battles doesn't occur until a bit later in the ooe than one would expect...

The actual techs involved are probably relevant too - presumably it must be checking the techs in a certain order (presumably from top to bottom as shown in the research pane.
