As donjon mentioned hosts can set an amount of leftover points, however you can not add more points.

As for components you can download StarEd from http://www.pirates.retreat.btinternet.co.uk/indexpr.htm (in the Hangar) to mod costs and techlevels of components. Note: you will actually make changes to your stars.exe, meaning you can not play such a game on sah.
